Bakkor, 27, moves to the Skuna Stadium following a brief spell at Warrington Rylands, where he scored four goals in six appearances.
He was previously with Stalybridge Celtic, Witton Albion and Clitheroe, having come through the ranks at Warrington Town.
Colls boss Brad Cooke said: “I’m delighted to sign Scott. I judge a player on the threat they cause when we’ve played against them and in Scott’s case at both Witton and Stalybridge we have always highlighted him as the biggest threat.
“I’ve been a long term admirer due to his pace and willingness to work at the top of the pitch, along with his goal-scoring record. It’s another building block as we continue to improve both on and off the pitch.”
Meanwhile, Colls have confirmed their first five retentions.
Captain Danny Lafferty, long-serving Gareth Peet, defenders Joel Amado and Luca Defreitas-Hansen and forward Marcus Cusani are all committed for 2022/23.
Peet has made 365 appearances for Colls, earning seven winners medals since arriving in 2010.
Defreitas-Hansen arrived back in August, forming part of a solid defensive line alongside Lafferty, who has played 224 times for the club.
Cusani was the club’s top scorer this season with nine goals.
