Bland’s role essentially makes him the link between the club’s board and the players, which could include representing the views of the playing squad or providing feedback on new ideas to the board on how they can help the team develop.
Meanwhile, Rowe will have a key role on match days and on the pitch during matches. He will be the leader on the pitch and will have the right to speak with match officials during match scenarios.
Rowe said: "It's an honour to be appointed team captain.
"I'm looking forward to leading the team out every week and I want to give support to anyone who needs it.
"The plan for the season is success and we can all come together as a squad and football club to become leaders and make history for the club, the fans and the town.
"It's a great opportunity for myself and I'm ready to step up to the plate."
