Hazel, 26, scored a record 47 goals in 2017/18 and had bagged 17 goals in 34 games when the 2019/20 season was brought to an end.
He told the club’s official website: “I spoke to Chris Hardy a couple of weeks ago and we had a really good chat about everything.
“I think we share a similar ambition in the game and beyond so that helped to attract me to Whitby Town.
“I also couldn't turn down the opportunity to jump up a level and that was a massive head turner.
“As a striker I'm here to score goals and I would say that I like a shot, but my main aim is to create chances for my teammates and myself. That's what I think best describes my style of play.
“I am confident that I can transfer my form and ability from Frickley to Whitby and hopefully hit the ground running whenever that may be.”
Hazel has previously had spells with Mickleover Sports, Chesterfield, FC United of Manchester, Buxton, Bradford PA, Gainsborough, Farsley and Scarborough.
