Goodwin, 18, has joined the Bower Fold side initially until January.
He signed his first senior deal at the Deva Stadium in June, making his senior debut in the FA Trophy at Royston Town in January – and was on the scoresheet in the club's pre-season victory at Padiham.
Celtic manager Simon Haworth said: “We needed a presence up top but also someone with ability, who has good movement and a high work rate too.
“Will fits into that and we are excited to have him here, he’s highly thought of at Chester and I would like to thank Anthony Johnson and Chester for there co-operation in helping us to secure the loan.”
