Wombwell has previously enjoyed two loan spells at Craik Park, impressing on both occasions.
He first joined the Highwaymen on loan from Gateshead before moving to National League North Spennymoor Town last season.
“I’ve had two good spells here in the past that have been cut short,” he said following the move.
“I really enjoyed my football when being here, and settled in well with the lads and management team.
“I’m looking forward to getting going again and looking at the squad, it looks really strong so hopefully it will be a successful season.
“I still have ambitions to play as high as I can and I want that to be with this club.
"Hopefully this season I can progress as a player, as well as the team progressing and finishing higher than last year."
