Hobson, 32, hit double figures for the Bower Fold outfit last season and will link up again with Ross Dent, who has made the same move this off-season.
Blues’ director of football, Carl Garner, said: “Craig is the experienced big target man David has sought since he first got the job weeks ago.
“I think the fact he’s played at all the higher non-league levels at some huge clubs tells you the stature of the player we are getting.
“The club has once again backed David in building his squad ready for whenever we can get this project rolling.”
Hobson has previously played in the National League for Stockport, Lincoln City and Chester.
He played under new Clitheroe boss David Lynch at Alfreton Town.
Lynch added: “For me, securing Hobbo was vital.
“I am absolutely delighted to get this over the line and cannot wait to start working with him.
“Hobbo is everything you could wish for in a centre forward. He’s big, strong, fantastic with his back to play, knows where the net is and has a fantastic attitude.
“This is another great addition to the squad and his experience will contribute towards taking the football club to where we want to go.”
Hobson is the fifth new signing for Clitheroe this summer, following Dent, Billy Priestley, Danny Pilkington and Danny O’Brien.
