Named on Monday morning as the successor to Anthony Danylyk following his departure last week, the popular Baker, pictured, led the EVO-STIK NPL First Division South club to the FA Trophy Final in 1990 four years after taking the helm for the first time in 1986.
In a statement announcing his return to Harrison Park, Jamie Cullerton was named as Baker's number two and successor to Paul Donnelly who left with Danylyk after their side failed to make the promotion play-offs. Simon Bell is staying on the Blues coaching staff as part of Baker's new touchline team for the 2017-18 season.
Leek Town chairman Jon Eeles believes Baker's appointment will be backed by everybody connected with the Staffordshire club.
Eeles said: “This is a massive appointment for the club and I hope the fan base will agree that it has been worth the wait over the last week, all the relevant parties have now been consulted including all the senior and long-serving players.
"The appointment demonstrates our intent and will generate a massive buzz around the club. Further announcements will be made in due course but is now time for us all to focus on next season and give full support to the new management team.”
* The Blues are set to release their programme of friendly fixtures at the end of the week for the big kick off to the upcoming EVO-STIK NPL season on Saturday 12 August.
