The 31-year-old arrives at Bower Fold after a successful five-year spell in charge of Wythenshawe Town, where he took the club from the Cheshire Premier Division to two third-placed finishes in the North West Counties Premier Division.
He departed Wythenshawe last week after overseeing more than 150 league games, with a win record of 61%. During that time, his squad scored an impressive 384 goals.
Completing Kinsey's backroom team will be his long-standing assistant Dan Whiteside, first team coach Nick Farrington and Reece Bogart as the club's new goalkeeper coach.
“It feels really good to be here. We’ve had some brilliant experiences at Wythenshawe and we’re hoping we can use that to push this club forward," he said.
"Stalybridge Celtic is a big club, there’s no denying that. We want to get the community on board and if we do that, I think we’ll all do very well together. We’re really excited to get to work.
"We’ve got a good coaching team coming in and we’ll be working very hard to get things in motion ready for the new season."
