The pair, pictured, left the First Division North club on Wednesday by mutual consent, just over a year after taking charge in December 2014 as the successors to Rudy Funk.
The duo left with the club in 18th spot, just three places above the drop zone after a run of five consecutive league defeats, most recently last Saturday's 4-2 loss at Droylsden.
Despite losing their first game in charge as permanent managers, a 2-1 defeat to Northwich Victoria at Queensgate, they narrowly missed out on guiding Boro to the play-offs last term and had been expected to be challenging for promotion with the club looking forward to returning home to a new home at Weaponess.
Senior player Matty Bloor, the former Goole AFC, Frickley Athletic and North Ferriby United midfielder, has been appointed as caretaker manager for the club's Boxing Day clash at home to Spennymoor Town. The 25-year-old signed for the Seadogs on the eve of the season after captaining the Blues for the last three seasons.
In an interview with Yorkshire Coast Radio, Scarborough Athletic chairman Dave Holland said Bloor had been appointed to give the club "breathing space" to make the right appointment. Holland also paid tribute to Hughes and Foot for the job they had done in adverse conditions with the Seadogs still playing in exile at Queensgate in Brislington.
He told the station's listeners on Wednesday: "We didn't want them to leave and they go with their heads held high."
