Kendall has joined the Moors for an undisclosed fee.
The left-back joined the Gladiators in 2019 and has proved to be a huge asset for the Derbyshire side.
The 23-year-old featured 13 times this season, scoring two goals in the process.
Matlock manager Craig Elliot said: “From the first day I came to the club he’d been generating interest so it was inevitable that he’d go at some point.
“I would have loved to have kept him but I’m not going to stop a lad playing at the highest level he can.
“He’s a fantastic player and he’ll be a great signing for Spennymoor. He goes with our best wishes,” he added.
Kendall joins a Spennymoor side sitting 17th in the National League North.
The Moors play Banbury United on Saturday, and Kendall could be set to make his home debut at the Brewery Field.
