Stammers, pictured, will work alongside Powell and assistant-managers Steve O’Hara and Phil Eastwood at the EVO-STIK League North club as first team coach.
The UEFA A coach brings a wealth of experience on his return to the EVO-STIK League less than two months after standing down from his second spell as manager of AFC Liverpool in the North West Counties Football League in December.
As well as managing at Burscough Richmond, Clitheroe and Burscough, Stammers has coached at Bamber Bridge, Marine and Stockport Sports. In the pro game , he has worked in the academies at Manchester United, Blackburn, Burnley and most recently, Bury.
Stammers, who also holds an FA academy managers licence and has also worked in the women's game at Blackpool and Preston North End, is looking forward to getting involved at training on Thursday night for the first time ahead of the club's trip to promotion-chasing Bamber Bridge on Saturday.
Stammers told the club's website on Wednesday: “Dave got in touch with me and has asked me to come on board and assist in the coaching with the first-team which I am excited about. I am looking forward to assisting in developing the players at this great club and helping getting as many points on the board to help the club move up the league table.
“This club has a great history and I am very lucky to be offered the opportunity to be involved with this great club. Over the years, the club has produced some talented players and I hope I can help develop many more.”
Skem manager Dave Powell said: “I am happy to have Chris on board with us, he brings huge experience at this level to the club, I am looking forward to working with him and building a good future for the club on the pitch."
