Waddecar's goals were vital in keeping Bamber Bridge up, while Walshaw's efforts weren't enough to secure a play-off place for the Seadogs.
Player of the Year Jimmy Spencer was third with 20, ahead of Basford's Nathan Watson (19) and Walshaw's Scarborough team-mate Michael Coulson (18).
In the East Division, an unfortunate injury to Pontefract's Eli Hey meant he had to settle for second place with 22 goals, behind Brighouse's Aaron Martin, who finished with 25.
There was a three-way tie for third, with Sheffield's Marc Newsham, Ryan Robbins of Loughborough Dynamo and Cleethorpes forward Scott Vernon all scoring 21.
In the West Division, Chris Almond topped the charts with 25 goals, holding off competition from Jamie Rainford, who scored 22 for three different clubs, and Droylsden's Sefton Gonzales.
Radcliffe's Tunde Olowabi and Kidsgrove's Anthony Malbon round off the top five with 21 goals each.
The players will be presented their awards at the league's annual dinner in Blackpool in June.
