Before winning the EVO-STIK NPL First Division North title with the Wire in April, the 28-year-old central defender helped Skelmersdale United win the championship in 2012-13.
Hardwick, pictured with Seagulls manager Paul Moore, left, and chairman Dave Titchiner, kicked off his career at Southport and was also a member of the Warrington side which beat Exeter City in the first round proper of the FA Cup in 2014.
In a statement released by officials at Llanelian Road, Moore described Hardwick's arrival as “a huge signing for Colwyn Bay Football Club”.
He said: "Tom’s attitude is second to none and his experience, knowledge and ability will be a tremendous asset to us and help us build a successful side. He is a fantastic acquisition for the club and will be the new club captain."
Moore, who has told fans that they can also look forward to a couple more big signings before the new campaign kicks off on Saturday 13 August, added: "Things are taking shape very nicely and the new lads we have signed already can’t wait to get started."
