Adams first joined the Robins last month on a 28-day loan deal and has gone on to feature twice for the club.
He scored the opening goal in their recent 3-3 draw at league leaders South Shields.
Now Adams has agreed terms to make the switch permanent, with Michael Clegg’s side currently sat 12th in the Northern Premier League.
Prior to his move to Hurst Cross, the 21-year-old had featured for Oldham Athletic, where he played his youth football, as well as Hyde United, Clitheroe and more recently Macclesfield.
He left the Silkmen to join Marine earlier this year.
During his time with the Mariners, Adams made 19 appearances in all competitions, 12 of which were starts. He also netted three times.
