Adams made a total of nine appearances for Colls, scoring three goals and adding a further assist during that time. He bagged the opening goal in their 2-0 win away at FC United of Manchester last month.
On his departure, Colls manager David Chadwick said: "We always knew it was going to happen at some point. Joe is too good for this level and he's a great lad in the changing rooms.
"It was only going to be a matter of time. I would like to thank Joe for his time and efforts with the club."
He is not the only new face Rylands brought in ahead of Saturday's 1-1 draw against Basford United at the Hive Arena on Saturday.
Salford City forward Djavan Pedro has also joined on loan until January 2024.
He follows in the footsteps of Ammies team-mates Kelly Nmai and Joel Torrance, both of whom have already spent time at the Blues to further their development.
Pedro is also no stranger to Northern Premier League football, having spent time at Stalybridge Celtic last season.
