Rowe, 23, can play centre back, right back and in central midfield, adding a utility value to Chris Hardy’s squad.
He trained with his new club for the first time on Tuesday night.
Rowe said: “I’m looking forward to get going. I’m looking forward to the test ahead for myself. It will be a new test for me playing in the Evo-Stik Premier.
“I haven’t played in this league yet, but I’m looking forward to challenging myself having been in the league below for the past six months, but I know the standard.”
Rowe has previously played for York, Rotherham United, Stalybridge, Wycombe and Barrow.
