Clifton, 28, played under Basford boss Steve Chettle at Nuneaton Borough, and counts Brackley Town, Boston United and Alfreton amongst his former clubs.
He said: “I’m over the moon, I obviously worked with Steve before at Nuneaton and I really enjoyed my time there so I’m really looking forward to getting going.
“The club is looking at progressing and going forward but Chetts was a big reason [to sign]. The target for the season coming is promotion so that’s definitely something we’re looking for.
“My personal aims always start with promotion, playing well week in week out and the league team of the year is a bonus, but I want to be consistent.”
He becomes the third defensive signing of the week for Chettle, following centre-back Charlie Gatter and goalkeeper Jordan Pierrepont.
Chettle said: “I’ve worked with James before and know him very well as a person. He brings a wealth of experience and adds massively to the squad.
"He has played at this level and higher for other clubs and knows what it takes to be successful.“
