Hmami, 20, has had loans spells in the NPL with FC United and Ramsbottom United, where last season he came up against Marine.
Manager Neil Young said: “Josh did really well against us for Ramsbottom in the last game of the season and once I was made aware that he was available and we had done more analysis on that game, watched other games he was involved in and spoke with Managers he had worked with, it was clear that he was a player we had to try and bring to the club.
“He fits what we are trying to do in terms of his age, workrate, and his willingness to want to improve.”
Hmami began his career with Bolton’s academy, moving on to Accrington Stanley before switching to The New Saints in 2018.
He said: “After speaking to the manager I knew it was a club to consider, but after learning more about the club for myself, I know it’s the right club for me!
“I can’t wait to get to know the lads and get started on what I think is going to be successful season!”
Marine now have 12 players signed on for 2020-21: James Barrigan, Niall Cummins, Jay Devine, James Ellison, George Hassall, Josh Hmami, James Joyce, Neil Kengni, Germano Mendes, Anthony Miley, Danny Shaw, Kenny Strickland.
