Hughes, pictured, was handed a scouting and recruitment role in Paul Moore's recent reshuffle of the EVO-STIK NPL First Division North club's management team before being promoted this week.
In a statement release by officials at Llanelian Rd on Tuesday ahead of their trip to Ramsbottom United, the Seagulls said Hughes would continue to work closely with Moore and assistant manager Phil Hadland.
Hughes, who will report directly to the board, will look to progress the club's longer terms plans using the scouting and recruitment network he's set up to tap into his vast contacts in Non-League football covering the North West up to Conference level.
The 58-year-old previously worked with Moore at Clitheroe where he helped the Shawbridge club to a record points haul in the 2012-13 campaign. The Seagulls believe his promotion and their new arrangements gives them the best possible chance of achieving their longer term plans.
A club spokesman said: "Dave was part of the extremely successful scouting and recruitment setup at Salford City and we are looking to replicate that success at Colwyn Bay. Since the reshuffle we have gained 10 points from a possible 12 which is the kind of target we need to achieve success this season."
